Why Narrative is the Most Underused Tool in Public Finance Communication

Public finance is one of the most consequential fields in the world. The decisions made inside government finance departments determine whether a school gets built, whether a hospital is staffed, and whether a road connects a village to an economy. The stakes could not be higher. And yet, the way we communicate about those decisions is almost designed to keep people at arm's length, dense with jargon, heavy with tables, and conspicuously light on anything resembling a human being.

We need to talk about that.

Numbers Describe. Stories Decide.

There's a well-worn saying in behavioural science: statistics are human beings with tears wiped away. It sounds dramatic, but the research backs it up. Studies consistently show that people respond far more strongly to a single, vivid individual story than to aggregate data, even when the data represents thousands of people. Psychologists call it the "identifiable victim effect." Communicators should call it an opportunity.

This isn't about dumbing things down. It's about recognizing how human cognition actually works. Data activates the analytical brain. Story activates everything else; emotion, memory, empathy, and motivation. And when you're trying to build public trust in an institution, or convince a skeptical audience that a reform is worth the disruption, you need everything else.

Consider the difference between these two statements:

"The provincial government allocated PKR 4.2 billion to healthcare infrastructure in the last fiscal year."

Versus:

"Last year, a new district hospital in Rahim Yar Khan meant that mothers in three surrounding tehsils no longer had to travel four hours for a safe delivery."

Same underlying fact. Completely different effect. One tells you what happened. The other tells you why it matters.

The Credibility Trap Public Institutions Fall Into

There's a reason government bodies default to data-heavy communication, and it's not laziness. It's actually a misguided attempt at credibility. Numbers feel objective. Rigorous. Defensible. Narrative feels... soft. Subjective. Open to accusation of spin.

But here's the irony: burying your most important work inside impenetrable technical reports doesn't make you more credible. It makes you invisible. And institutions that are invisible don't earn trust; they just accumulate suspicion.

The most respected advisory institutions in the world, the IMF, the World Bank, and McKinsey Global Institute, have figured this out. They publish flagship reports that lead with a clear, human-centered argument. They use case studies. They name real places and real consequences. The technical depth is there, but it's the story that gets people in the door.

What this looks like for PFAS

For an institution like PFAS, newly established, building its public profile from scratch, narrative isn't a luxury. It's load-bearing infrastructure.

Every fiscal recommendation PFAS makes has a human consequence somewhere downstream. A more efficient tax administration means a small business owner spends less time navigating bureaucracy. A well-structured PPP means a bypass road gets built in half the time. A smarter public expenditure review means a school that was quietly underfunded finally gets what it needs.

Those stories exist. They're just not being told yet.

The shift doesn't require abandoning rigour. It requires framing rigour, leading with the outcome, grounding it in a real place or a real person, and letting the data serve the story rather than replace it.

Start the report with the village. End it with the numbers.

The Bottom Line

Public finance communication has a storytelling deficit, and it's costing institutions the one thing they need most right now: public trust. Data earns respect. Narrative earns belief. And in a reform environment where skepticism runs high and attention is scarce, belief is what moves things forward.

PFAS has a mandate to transform how Punjab plans, finances, and delivers for its citizens. That transformation starts the moment we decide that how we communicate about our work is just as important as the work itself.

The numbers will always matter. But it's the story around the numbers that people will remember.
